I have a small laptop with W10 upgrade installed on it, and I am running short of Hard drive space.
Everything is going great on it, & I would like to reclaim space, so is it safe to delete "Win Old"??

Yes. If you are satisfied with the performance of your laptop, delete it.
Windows.old is used for reinstalling your previous Windows OS in the event you are not happy with the new OS.
Furthermore, your windows.old will be deleted automatically by the system after 30 days of Windows 10 installation.
I try to delete Windows Old but am told that I need Trustedinstallers permission. I can not change the administrators permission to full. Can I delete it or do I have to wait 30 days? I tried Cccleaner but no luck
