Default Theme doesn't affect Photoshop

Just bought a new computer and I did not want windows 10 but I've got it. Quite like the narrow borders to the panes but have a thick blue border on images in Photoshop CS3. This goes if I change to High Contrast, which I find eye-shattering. Downloaded an external theme. Same problem. Please, can anyone point me at the file I need to change. Thankyou
