Use Internet Explorer to get there, the site doesn't seem to like some other browsers.
The larger of the two would be for 64 bit systems the smaller for 32 bit. Be sure and get the correct version for your system's architecture.
I'm not sure what to do with this download link.....sorry. How do I get rid of the 45% download that is already sitting in my system? How does this link help me to move forward?

I am having the same problem, It has tried to install 25 time. Failed each time. I downloaded the stand alone file, and it also failed. and it is still trying. Also KB3119142 has installed 15 times successfully. Why keep installing it?

Control Panel\All Control Panel Items\Programs and Features
Select Microsoft Visual C++ 2012 click the change button and choose repair.
You may have to run the repair on both x64 and x86 versions if you have them both installed.
