create a USB for restarting Win 10

When I try to do this I get a message saying something is lacking in my system and it can't be created. What's missing and how can I replace it?

I use a third party program called Rufus to create bootable Windows 10 media from the latest ISO available from Microsoft.
Rufus from here https://rufus.ie/
ISO from here https://www.microsoft.com/en-us/software-download/windows10

This will allow you to boot an unbootable system and provide a means for you to install, re-install and or access Advanced Troubleshooting in order to attempt a repair, provided of course that there isn't a severe problem with the motherboard or other physical damage problems preventing the system from normal operation.
