Does the speed of your computer determine on how quick your updates of Win10 downloads?.

NO.....it's from the speed of your internet. Especially if over wifi and the type of wifi speed....G, N, AC or AX.

My internet ethernet cable is plugged into my laptop and the speed is 51mbps. It's taken an hour to get to 21%.

You're also limited by the speed of Microsoft's servers. If the install process of the update is what's taking long, , then yes, your cpu speed, ram speed/amount and hard drive/ssd speed is a factor.

If MS servers are overloaded then your net speed won't matter. I bet they have an enormous and distributed set of servers for downloading on really fast pipes, but even so... a couple of million eager downloaders must make a difference to the speed.
