Client Need required rights (Problem)

Getting this error message while opening things, that I normally could open. In this case, i was trying to download Skype, but I got this error message: http://prntscr.com/eqdur1

In translation it says: Client Need required rights (Google translate was abit inaccruate, its in Danish if you wanna translate it for your self.)

I would appreciate if someone knew how to fix this, cus its annoying. Thanks

Note: Some things do open, something dont. (I think its the new things i install, that doesnt work.)

Also, I have also ran a antivirus test on my computer with hitmanpro (One of the best scanners out there) and they havent found anything, but traces.
