Start9 was started by an individual who goes by the name "Splitwirez" on the Classic Shell forum.
Splitwirez used to make menu skins there but wanted more features than CSM could provide.
With the help of the coding community, Start9 is being developed with newer code to be more compatible for the future.

As for Classic Shell, it's still working ok for me on Windows 10 1804
Ivo, who made the Classic Shell start menu program in his free time, gave up developing it
last December, and now coders at GitHub are getting involved in keeping Classic Shell alive.
They have changed the name to "Classic Start" for any new release.
In fact, I just read yesterday on a different Windows Ten forum:

they have fixed a problem with the latest Windows 10 insider editions (future updates not yet released to the general public).
For all the people who love Classic Shell, including me, this is wonderful news,
happy that other coders are helping out for free.
As for the Classic Shell forum, I read only 6 months left before it goes down, then people over at GitHub
will have a special forum over there. They have so many related links over there its nuts.
I found what is to be the Classic Start forum for non-coders. Now I lost which link it was, anyway,
nobody has made any comments yet on it! They have it like a normal forum with sections.
There was one section I did not see, "Start Menu Skins".
So if you did not download and try out menu skins made by your average Joe over in
the original Classic Shell forum, better do it within the next 6 months.
Classic Shell Menu sure was great back when Windows 8 came out. Windows 10 start menu is good now,
but I still like CSM because it is like XP start menu.
