Changing tile names

Do you mean the title names of folders, USB or CD's. If so right click and select rename.
If you mean the title names of Windows 10 apps. those names are chosen by design.

Ditto. However, if one wanted to work at it he/she could create new Shortcuts on the Desktop with the desired name for any particular program's .exe file then Pin them to the Start menu or Taskbar. One would want to Unpin the original from Start or from the Taskbar.
