Changing text size seems to be broken

I have an HP spectre laptop with a 2560 x 1440 display on a 13" screen. Needless to say on the default settings, all the text is very very small.

So. under Windows 8.1, I was able to enlarge everything to 150% and then adjust the menu bars and other text to suit my eyes.

I then upgraded to Windows 10. And the ability to adjust the menu bars is now greyed out.

What do I have to do to re-enable it?

Any help appreciated

Control Panel\All Control Panel Items\Display\Menus
That will impact all menus everywhere, menu bars as well as context menus etc.,
