Screen resolution is dictated by your GPU, what you've set it to based on your configuration using the software "driver" package, or Windows' own native screen settings and then to some minor extent the ability of your monitor to interpret these settings based on its' settings (hertz).
Sort of like problem resolution, being based on our knowing what computer we're talking about (desktop, laptop, tablet, 2in1, etc.,), the GPU (nVidia, AMD, Intel, etc.,), the driver version you currently have installed, etc., etc.,
