can't sign a family member into windows 10

I go to setting and add family member put in the email address ,when they go to sign in it says signing out instead and returns to the sign up page invitations were sent to phone of family members and accepted ,but status on pc says pending ,but can sign in ,but you can't sign in ive tried user without an email or not a family member ,factory reset etc ,but only I can sign in to the pc ,please help
