Can't get updates on Windows 10

When I click on START, then SETTINGS, and then UPDATE & SECURITY, the page loads and I see Windows Update, Windows Defender, Recovery etc on the left side, but I can not choose anything. Nothing opens. If I then do a RESTART, it takes about 5 minutes. However if I just SHUTDOWN, that takes about 20 seconds. I have run Kaspersky, CCleaner, Malwarebytes and several other cleaners and nothing found. I ran that SFC / SCCANNOW and even that Microsoft Fix it tool for Updates. Nothing helps.
