SOLVED Can't delete taskbar shortcut

I have two .exe taskbar shortcuts whose icons disappeared after deletion, but the shortcut itself is still there. I can slide them left and right but that's all I can do with them. They both insist that they have at least one window open, despite several shutdowns. I tried to find a solution but I couldn't find any. If I put the same .exe's shortcut back I'll just have two.

Any help would be appriciated, it's really annoying.
