Cant delete file

Im not a genius at using computers, but I have tried lots of options to try and delete I file but I cant. Every way I try either does nothing or it tells me I need permission to open the file, even though I am an admin. Is there a way I could delete it quickly?

(This is the file, it came from a game someone told me I could download from a site because it had worked for him)

I know this isn't addressing the actual issue as to why you can't delete files, but I've used a tiny program called Delete On Click for years for stubborn problems that defy logic.
Giver a try if you can't find another solution.
