Can't create new folders

I have been using windows 10 on my Acer Aspire since Microsoft first offered it.
Today it has come up with a bit of a surprise. I no longer have the ability to create new
folders on my desktop or anywhere else. Previously I would right click on the desktop and
in the popup window select "new" then "folder" et voila a new folder. Now if I right click I
get no such options. If anyone has come across this I could use some help.

Users are not allowed to create files in the C drive root director. If this is not working on your desktop or in a non-system folder, you may be infected or you may have a corrupted system file (possibly by an infection).
Run Malwarebytes (Full Scan) in Safe Mode with Networking and remove all it finds.
