Can't browse when creating desktop shortcut

Have been adding many shortcut icons to the desktop by:

Right click on desktop/new/shortcut
Create shortcut window opens & I hit the browse button, which then
opens a browser window where I can select "This PC" and navigate to
C:\Program files to select the .exe file.

This procedure worked well for about 20 items or so.
Now when I get to the browser window, the only item in the tree is
"Desktop/Gary" - Nothing else, so I can't get to C: drive.

Hoping someone has an answer for this.
In the meantime, I used File Explorer to locate the .exe file & right
click/ send to desktop.

Not sure why your browse button is bugging out and only producing "Desktop", but....
If you start typing into the text box (C:\) "Type the location of the item:" does it then provide any options to choose from as part of the auto-complete function?
I know it sounds generically trivial, but sometimes a simple reboot of the system will sort these types of weirdness.

Have rebooted several times to no avail.
But, yes, if I type C in the text box then a dropdown appears & if I then select one item followed by the browse button I can see all drives etc. So at least can use it this way.
I thought, after creating one like this, the next one maybe OK with just using the browse, but no go, still had to enter something in the text box.
