Cannot type into Sticky Notes unless using ALT ASCII

For some reason, I can't use the QWERTY keys to type into Sticky Notes. However, the Enter key works.
The only way I can enter text is by using the ALT and three-number ASCII code, which is cumbersome, or by copying and pasting from another program.
This bug has been around for years. Why hasn't it been fixed in a Windows update?

Just checked Sticky Notes on my Win10 Desktop, Win10 Notebook, Win11 Desktop and Win11 Notebook, no issue typing directly into the yellow box and it showed up in the white box. I didn't sign into a Microsoft Account to do it.
