Hello and welcome to the forum.
The problem might be with some ports being blocked on your local computer firewall or perhaps at your router.
HTTP typically uses port 80
HTTPS typically uses port 443
Happened all of a sudden
Maybe a system restore to a point in time prior to the "all of a sudden".

Windows 10 comes with both Internet Explorer and Edge.

You may have chosen to install a third party browser also. For example, Google Chrome.

Can you confirm which browser you cannot access HTTP sites with, and also whether the issue persists with Internet Explorer or Edge.

You also mentioned you cannot download updates? If you mean via the Windows Update, then it may be worth running the Windows Update Troubleshooting tool, access by clicking Start | Settings cog | Update & Security | Troubleshoot (in the left pane) | Windows update (below the Get up and running section).

You could let us know how that goes too please.

This happened top me a few weeks ago, but with mozzila firefox. Ended up being a security option that was enabled after a browser update. However, google safe still blocks mine as well. Its harder and harder to access them know due to extensions from web browsers, virus scanners, and what not.
