Upon installing Windows 10 on August 1, 2015, I was able to reorder the pinned folders on my Quick Access list (file explorer, tree on left). Today I pinned a new folder to Quick Access. However, I was unable to drag it to the position in the list I desired. The drag operation (animation) works to drag and relocate between other folders, but nothing happens. A red "not" icon indicates it cannot be moved between other folders and only allowed to be moved INTO another folder. As mentioned, this did work before.
Is there a place under the covers, e.g., registry, where the list presides and where I can reorder there?
