Which version of Photoshop is this? Is it fully patched? If it's a very old version, it may just be a compatibility problem. Also, which version of Windows 10 are you running (32 or 64 bit?)
As I can't find anything during a search for that .dll filename, I'm a little suspicious of the file (
although it's probably fine, it's unusual for Google to turn up zilch with regards to a filename). It may be worth checking the .dll by uploading it to here (
https://www.virustotal.com/) and see if it comes back clean.
Can you browse to c:\windows\system32 and then find wlidrov.dll, right click it and go to properties > details and then post a screenshot of the information please. There may be something there that will help identify the problem.
