Boot Problem: IO1 Initialization Failed

I'm experiencing a boot problem with the error message "IO1 Initialization Failed." I purchased a CD and USB repair kit, but encountered an issue where my keyboard boots after the BIOS, preventing me from accessing the boot options. Additionally, my keyboard lights up during the startup menu but remains unresponsive. I'm left with only the Windows Recovery Environment, which doesn't allow me to reset my PC. Despite extensive searching, I haven't been able to resolve the issue using Command Prompt. Any assistance would be greatly appreciated.
