I am using a Hotmail address from within Windows ten mail.How can I ban a person's email address without changing my present email address?

From your post it appears the someone has access to your email. The easiest solution is prevention. Change your email account password and don't give the new password to anyone.
Or if it's a case unwanted E-Mail messages might check if Hotmail has a Block feature or if you can mark the unwanted address as SPAM or Junk to keep it out of the Inbox.
