Background screen (blue)

The background screen (the blue screen ....not the document) fills my computer screen from left to right. The arrows by which I can make the screen narrower (again left to right and right to left) do not appear...they're gone. I would like the flexibility of a smaller screen. Any help would be appreciated!

If you are asking about an open program have you tried right-clicking the icon for it on the Taskbar, might be a choice of Restore? Also, is it possible the F11 key got pressed to make it Full Screen? Try pressing F11, see if it toggles the size. Full Screen is different from Maximized, one of the 3 icons in the top right corner of a window [top left on macOS].

Perhaps you are referring, in the first instance, to the start screen?

There are two items which , in that case, may account for the problem.
1. Open the settings - System. Click the tablet mode on the left. Make sure that the top box says "Use desktop mode"
2. Again in settings, open "Personalisation" - Click Start.
down the list make sure your have Use start full screen" marked as OFF
