Can you please try going to
Start > Settings (gear icon) > Update & Security > Troublshoot
Then, scroll down the list of troubleshooters until you see
Windows Store Apps and click it, followed by "run the troubleshooter". It'll perform a few tests on your app store and can identify most issues (cache problems, permission problems, etc...).
