Apps not opening

I know this has been asked previously. I am working on a single user Toshiba laptop. Recently upgraded to Windows 10. Now none of the apps are opening. Tried the fix listed. There was a link to install bUT I cannot get to the Internet so I am unable to use the link provided. This machine came with pre-installed software so I cannot downgrade back to Windows 7.

Try creating a new user account as a member of the local administrators group (not a standard user).
See if the problem persists when logged in as that new user.
It might be a problem, unique to your profile.
