Apps aren't opening

I have a Sony vaio and windows 10 is installed, recently I wanted to download an app from the Microsoft store but it wasn't downloading it just stayed at pending, so I clicked restart because I thought that would help but it was on the restarting page for a while, I got impatient and just clicked the power button on the computer to turn it off, when I turned it back on none of my apps or programs are opening and if one of them does it closes immediately, this also means I can't open troubleshooting to fix the problem, I am able to log in but that's about it.

 

[Trouble]

Use system restore to go back to a point in time just prior to when the problem first occurred.
Right click the Start Button and choose "System" -> Left column -> System Protection
Click the System Restore button
