Adobe Premiere Elements 2018 fails on creation of text clip

In Adobe Premiere Elements 15, I was able to insert titles in the video stream by superposition or direct insert. Usually this required creation of a clip with text in it. In Adobe Premiere Elements 2018 when I try to create a text clip the program fails trying to address location 0 with an unhandled exception. Using Windows 10 (64) Professional with the late November patch.

I have tried uninstalling and reinstalling with all options that I can think of without success. Anyone have any hints? TIA
