Check
C:\Users\YourUserName (The User Name that has the desktop permissions issue)
Right click "Desktop" and choose "Properties"
Select the "Security" tab from along the tab bar at the top
Click the "Advanced" button
See if your User Name is in the list labeled "Permission entries"
Investigate the level of permissions for your User Name it should be "Full Control"
IF it is not present, then you will need to add it giving it full control to the parent container all child objects (sub-folders) and files.
