1709 update stops IE11 from starting

I upgraded to Win 10 1709. Everything went fine, but IE 11 won't start. I click on it and get a blue circle for a few seconds and then it stops. I followed the instructions to uninstall and reinstall IE11. Same issue. I rolled back from 1709 to 1703 and IE11 works. I repatched to 1709 and have the same problem. Can anyone help?
