PC Stuck in Restart Loop After Windows Update

Hey,

I recently updated Windows and now my PC gets stuck at 14% during the update and then restarts. It's caught in an infinite loop, and I can't do anything. I tried turning the PC on and off to access the troubleshoot panel, but nothing happens. The PC just keeps retrying the update and stopping at 14% before restarting again.
Does anyone know how to fix this?
