Thought I had a reply but after seeing "all" mentioned I have to say that probably will cripple File Explorer and all other programs that run on Windows. Recycle Bin displays its contents in a File Explorer window.

I have been building and repairing computers since '94 and sometimes can understand why a certain view is desired but can't wrap my mind around not using/learning to use the system we buy a license for to use. And I have to add that many times a Version Upgrade will set Windows back to a "normal" system, maybe Builds will also do it. One thing about the free Linux distributions available is there's about a hundred available to choose from at www.distrowatch.org, seems like there's many ideas about what is wanted and being free Open Source anyone can get involved in creating what they want.

Check your display settings, set at the Recommended scale. Open a window and resize it. Keep in mind the desktop is not Static like a picture hanging on the wall but is Dynamic, always changing or refreshing. A feature of a GUI/Graphical User Interface is its fluidity. Also try resizing the contents in a program's windows, Ctrl and + or -, also Ctrl and roll the mouse wheel. The smaller size of the window contents the less scroll bar seen. And don't worry, other Operating Systems like Linux and Macintosh macOS and older OS X do the same.
