Extremely slow NVMe Startup

I have a high-end NVMe drive, but my PC takes around 10 minutes to boot. Windows fast boot is disabled because it causes blue screens after a day or two. The BIOS fast boot option is enabled. I've determined that the issue is due to some drivers not loading properly during startup and getting stuck in a loop. Here are the problematic drivers:

BOOTLOG_NOT_LOADED @oem42 .inf,%devicedescription%;TAP-Windows Adapter V9

BOOTLOG_NOT_LOADED @kdnic.inf,%kdnic.devicedesc%;Microsoft Kernel Debug Network Adapter
BOOTLOG_NOT_LOADED @oem38.inf,%e1539nc.devicedesc%;Intel(R) I211 Gigabit Network Connection
BOOTLOG_NOT_LOADED @oem70.inf,%amd67df.13%;Radeon RX 580 Series

I have changed my GPU to an Nvidia one and deleted all AMD drivers, but something is still left somewhere.
